 Baltimore City Juvenile Justice Center

In 2003, the Maryland Department of Juvenile Services (DJS) opened the Baltimore City Juvenile Justice Center (BCJJC), located at 300 N. Gay Street. BCJJC is a centralized regional juvenile intake, assessment, court, and detention facility for Baltimore City. The center provides comprehensive services in the areas of education, recreation, dietary, medical, housing, outdoor recreation space and administrative space.

The Baltimore City Juvenile Justice Center has three levels totaling approximately 240,000 gross square feet. It is sited on 4.5 acres bounded by Front, Gay, Hillen and Exeter streets in downtown Baltimore. The living areas are three units of 48 pods each. The BCJJC accomodates over 600 employees and an estimated 2,444 visitors daily.

 Specialized (Children Centers) Facilities
Two new state of the art centers were also opened in 2003. The Western Maryland Children's Center and the Lower Eastern Shore Children's Center serve youth, families and communities in Area III and IV. The facilities were designed with staff input to enhance the safety and security of residents and allow for quality programming. The centers and their programs are state of the art models for juvenile detention.

The Department's new specialized facilities are structurally sound, locked door facilities. Detention is considered short-term confinement until a court hearing is held and is viewed as a time to provide educational, medical, mental health, case management and other much-needed services.

The facilities are modern, low-rise buildings designed to resemble schools or community centers. Each facility has 24 beds and provides services to male and female youth.

The designs maximize the use of natural light and space by utilizing a center courtyard. Interior visibility and natural light create an open, non-institutional environment and enhance program options. Each facility is outfitted with a gymnasium, outdoor recreation area, computer room, life skills and media resource areas. The facilities were designed so that there cannot be any verbal or visual contact between detained youth and passersby on the streets.

Administrative offices have large windows and are adjacent to the living and program areas of the buildings. This design feature allows administrative staff and case managers to have additional visual contact with youth which enhances supervision. Residents enter and leave the facilities only when escorted by police or DJS staff.
