In early 2003, Baltimore Mental Health Systems, Inc, the local mental health authority for Baltimore City, convened a number of leaders in the academic community to address the issues related to workforce development in community behavioral health , at all levels and across disciplines, and the gap between research findings, policy and practice. BMHS was able to attract the participation of many of the leading academic institutions in the Baltimore area.The group formed a non-profit corporation, as an affiliate of BMHS, named the Mental Health Policy Institute for Leadership and Training. The Board of Directors is comprised of members from several representative institutions as well as the President of BMHS and other individuals who are active in the field of mental health or substance use disorders. The Institute concept is a unique approach to improving the quality of care. It offers a model that integrates service delivery, research, work force development, education and public policy in a unique partnership between academic institutions and a strong local mental health authority.
Bureau of Justice Adminstration Center for Program Evaluation

Drug Treatment Court Commission
A drug court is a comprehensive and judicially monitored program that assumes responsibility for managing cases involving drug-using defendants through intensive supervision, drug treatment and rehabilitation. Such courts are developed upon a unique partnership between the criminal justice system and the drug treatment community.
The Drug Treatment Court Commission of Maryland (DTCC), established in October, 2003, provides support to jurisdictions planning, implementing and operating a drug court. This initiative supports and encourages a collaborative multi-disciplinary and comprehensive approach to reducing drug-related crime.
Juvenile drug courts are serving DJS youth in ten jurisdictions, including Anne Arundel, Baltimore City, Baltimore, Harford, Caroline, Dorchester, Prince George's, Talbot, St. Mary's and Wicomico Counties. Several other jurisdictions have communicated interest in developing drug courts.

The Maryland Community Services Locator is pleased to announce that it has launched its statewide directory of free and low cost legal assistance programs in Maryland.
In July 2008, the Center for Substance Abuse Research (CESAR) began a
statewide expansion of resources on the Maryland Community Services
Locator website (www.mdcsl.org). The MDCSL is an interactive online
directory developed to assist professionals and community members in
locating community services. It allows users to get organizational
contact information and other details, map resources by location, and
get instant directions to programs. Since its launch, this website has
expanded to include more than 4,900 services and programs that are
periodically verified for accuracy by MDCSL staff. In addition to the
resources included when the MDCSL first launched, (i.e. Substance Abuse
Services and Short-Term Housing), it now includes new listings for
topics such as Job Readiness/Adult Education Services, Health/Mental
Health Services, Substance Abuse Prevention, Family Assistance, Victim
Services, and many others.
